1 Organic fabric meets reclaimed edge
Two grains meet with no transition: pre-reclamation lanes to the south, orthogonal port land to the north.
Figure 2.1.4M
3 One programme, stacked
Almost every residential block repeats one section: commercial at ground, residential above. No workspace or civic floor appears anywhere, so activity collapses into shopping and sleeping.
Figure 2.1.6M
5 Off the transport network
Bus routes run along the perimeter road; none enter the area. The nearest stop is 350 m from the organic core. Internal movement depends entirely on private motorcycles.
Figure 2.1.3M
2 Port programme against housing
MPL cargo handling, warehouses and truck movements sit directly against low-rise housing. No buffer, no setback, no change in street section.

4 Beyond walking distance of daily needs
Among the furthest points in Malé from a mosque or school. Nearest mosque 250 m, nearest school 450 m on foot. Daily needs require a trip out of the area.

6 Streets laid out before vehicles
Apart from the perimeter road, carriageways measure under 5 m, set out for foot traffic. They now carry parked motorcycles, deliveries and pedestrians in one section, with no footpath.

2.1 SITE DIAGNOSIS

Overcrowding / Hidden Occupancy
High residential density and unregistered occupancy.
High Traffic
High vehicle concentration on narrow streets creates congestion, noise and unsafe streets.
Fumes to Street
Vehicle and commercial exhaust releases fumes directly into narrow streets, reducing air quality.
Poor Waste
Inadequate waste handling and disposal create pollution and affect the quality of the streetscape and local environment.
Plot Fragmentation
Small and divided plots limit efficient development and create irregular, poorly utilized spaces and disjointed streetscapes.
Parking Taking Over Space
Vehicle parking occupies valuable street and public space that could support pedestrian pathways, greenery, and active community uses.
No Child/Elder Space
Limited safe and accessible outdoor spaces restrict opportunities for children and elders.
Overcrowding
High population concentration within a limited urban area reduces personal space and increases pressure on public spaces.
Heat
Dense development, hard surfaces, and limited ventilation increase heat buildup and reduce outdoor thermal comfort.
Loss of Trees / Shade
Limited greenery and tree cover reduce natural shade, increasing heat exposure and making streets less comfortable for pedestrians and outdoor community life.
Poor Building
Aging and poorly maintained buildings reduce safety, appearance, and the overall attractiveness and property values of the neighborhood.
Changing Occupancy
Increasing rental use and changing property occupancy reduce long-term residential stability and reshape the local neighbourhood.
